About our Conference:
H&SA's annual conference for 2015, Rising to the Challenge will explore what Independent Living means for people with learning disabilities, how Article 19 of the United Nations Convention on the Rights of Disabled People (UNCRDP) applies to the lives of people with learning disabilities in the United Kingdom, and the shift that commissioners and providers need to make to achieve it.

There is much confusion about what independent living means for people with learning disabilities. Assumptions have been made that independent living is only for more able people. Little regard is paid to the UNCRDP in the lives of people with learning disabilities and decisions about funding and support for people to determine their own lives are being side-lined because of austerity.

There have been recent attempts to strengthen rights and the law through the Green Paper No Voice Unheard, No Right Ignored and the draft Disabled People (Community Inclusion) Bill and we will look at the impact that stronger legislation would have on delivering the housing and support that people want.

There is a challenge for us all; providers, commissioners, those who need support and their families to come up with better ways to enable people with learning disabilities and their families to determine their own lives and get the support they need to do this.
